Smithing - Bulwark Plate

Earthkin Defender Bulwark Plate is apparently not craftable by Duergar

My Duergar is level 19, 10 of which are ED, and has 47 smithing. All requirements are met, all crafting components are there as shown by the screenshot, yet not able to start crafting.
