Supposedly Yuan-ti are supposed to start in Andunor, which is not the case. We start in any surface settlement, and have no access to portals. We do not get Undercommon as a language, either, because of this bug.

Yuan-ti are not supposed to start in Andunor. They also have never been able to start in Andunor as far as I know.

Yeah, Yuan-ti are definitely a surface race; I've played a few.

can't speak to why it's stated like that on wiki atm but it's been fixed.

Fair enough. They are supposed to be a surface race that should be able to be outcasted by DMs if they are found out (or start there by default). I always wanted to get the outcast tag if mine was ever found out but I never got that far.
As far as scripts considering them surface or UD, they are considered surface.

Any DM / dev / admin statement on whether this is a bug and yuan-ti players should expect it to be fixed, or is it intended and we need to get outcast tags?

They have the ability to blend in with surface races. They are a monstrous surface race. This is similar to how Rakshasa are handled.
For them to have UD access, they would need the Outcast background tagged to them.
