Barbarian post skill rework bugs. Human:(No epic barb resist 2, and bonus damage- ) and intimidate issue for some chars

Some of the barbarian characters are unable to get intimidate at level 1 post skill rework, While other characters are able to acquire it.

Human barbs are unable to get bonus damage +5 and epic barbarian resistance 2

Steps to reproduce
----------------------------
Live and Pgcc tested on two humans. Unable to receive the bonus feats
Multiple relevels and damage tests.

Expected result

Actual result

i do not get dabonus

Can confirm, my barbarian does not get Intimidate at lvl1, and further barbarian levels past 1 do not grant it either. Other shield dwarf barbarians do get it at 1 without problems, I don't know what it's about
