Did you check the radial menu? The spell is granted as a spell-like ability.

It’s in the spell-like ability radial. Any spell that the feylock gets, that is not part of the bard spell book, goes there.

It seems the problem was in the user not being aware of the workaround for non bard list spells. Ability gain works as intended.
