NPC Merchant Does Not Open Store

Description of Bug Experienced:
Farmer Hayward, in Cordor's Cultural District, does not open his usual store.
Steps to reproduce the Bug:
Talk to NPC Farmer Hayward.
Expected Result:
He opens his store.
Actual Result:
No store is opened.

Seems like he's not the only NPC on strike: viewtopic.php?f=12&t=34049
(Also, can you make it so Farmer Hayward sells more than one cheese item per reset? That'd be swell!)
