Bullwark Plate cant be created by Duergar

Duergar can become earthkin defenders which appears to be the requirement to make the armour but they are not able to create the armour itself. I would assume its an oversight but could not find a definitive answer on the forums.

Intentionally done out of misunderstanding of who could wear it. It was meant to be fixed by its creator, but I suppose it hasn't yet.
