Define grandfathered.

If you don’t meet the criteria for the language, you won’t have it.

Confirming Spyre's response. Judging by our code base, there was never an intent to grandfather such characters, merely a bug in the implementation of the related language removal script. I recently fixed that, which resulted in the reported behavior.
