You can still use the war domain active cleric ability, provided you follow particular instructions, or, rather, have unwittingly followed them in the past -- as far as I know there's no way to replicate this for a completely new character, just old ones that were around before the change to War domain.
Steps to reproduce

If your War Domain Battle Mastery ability is still on your hot-bar prior to the nerf, the ability will still be there and can be used as previous.
