Steps to reproduce

1. Take writ from Eamon.
2. Go take a boat and find an amnian galleon.
3. Fight amnian galleon.
4. Board. Finish dungeon.
5. Do not get the "Forcibly board an Amnian navy ship" credit or "Make your way belowdecks (also typo) and claim any treasure inside."
