I know this is more of a suggestion... However, a -disablerest command could be a small, but still occasionally used, addition to the console command. This command simply makes it so when you use rest it says you cant, disabling it akin the no rest areas, until you use the command again.

For IC reasons my char is pretty liberal, aggressive even, with wards. Sometimes i have 3 different people on different writs or journeys, with my wards. This state (having people going around buffed by me) may last for just 5 minutes, or one hour or more. It is absolutely devastating though when i have the occasional brainfart and immediatelly rest when the usual "you're exhausted" appears...

Then what stops you from forgetting to use this command the same way you forget you shouldnt Rest? I'm sorry but this seems like unnecessary dev time investment. The problem you're presenting should be considered "deal with it IC".

Instead of creating a chat command, I would recommend just unbinding your rest key so that this doesn’t happen often to you and forces you to consciously make the decision to rest.

I keep it bound to "/" on the numberpad. It takes a huge brainfart to accidentally flop my greasy paw that far over.
