Greataxes and the 2-Handed Weapon Group
All weapons part of this group, but one, have something in common: they have special craft-able versions (I am not including Falchion and Great Clubs here because the first is very strong due to its critical range and the latter got awful stats), and Greataxes are the exception here. Why should I use a Masterly Damask Greataxe when I can use the Steelbreaker Sledge or Yeenoghu's Hunger, or perhaps the Orog Heavy Sword if I'm playing a character of that race? Or the Orcish double-sided weapons? In the current AB-prioritizing meta, I don't see a reason to use a +3 weapon when there's plenty of +4 options available to me.

I think it would be very cool if scythe was removed for being silly and greataxe was elevated to x4 multiplier.
Greataxe looks like such a scary weapon but strangely it fills no valid role another base weapon doesn't do objectively better.
Edit: crap I just realized scythe was exotic. This might not work like I hoped since axe is martial.

This is why they were grouped rather than how it is in vanilla NWN. It gives you options to have aesthetics and mechanical-prowess.

Plenty of weapons do not yet have unique variants.
Naginata, warmace, scimitar, etc.
It is mostly just a matter of no one got around to making any yet. The greataxe being turned into a 4x weapon also will almost certainly not happen since there has already been talk of turning the scythe from an exotic 4x weapon into a simple 3x weapon.
So really, its not an intentional choice, no one just got around to making one. Asking for one is fine but it can take time given the volunteer nature of the team and the relative independence they have in doing design stuff, but also relative democratic nature they have in discussing balance changes. Combine these facts and new weapons (which are often lower priority) can take time.

I’ll also quickly comment that as someone who crunches a lot of numbers around builds- I rarely find myself altering a design for a +4 weapon in lieu of a +3. If you’re not hitting +5 with a +4 base weapon, the difference between the two is basically moot. One ab shouldn’t yank your build unless you’re only hitting like 44 ab (I would consider 45 the bare minimum generally and that’s for 1h builds).
