Lesser Restoration removes penalty to AB for not having proficiency

Description

Equip Scythe for maximum edge on a stupid chartacter. Don't have proficiency but it's okay because trueflame. Lesser restoration for some reason removed the -8 AB penalty.

Steps to reproduce
----------------------------
Equip a weapon you're not proficiency with. Use a lesser restoration scroll

Expected result
-----------------------
You still suck with the weapon

Actual result
-------------------
You are actually proficient with it now until you equip it again

Attempted this again on another character. It seems any restoration effect will remove this penalty until it's unequipped and re-equipped.
