Secret Knowledge: Explorer Bugging

So personally, my sail before adding on the +12 is around 37. My climb is 11.
After taking the 'Secret Knowledge: Explorer' from Loremaster, Sail should be at 49 (depending on buffs) with 23 climb. This number usually shows up correctly when I am in the Underdark server, however when I move to Surface the Explorer feat refuses to register the +12.
Even when adjusting the Rigging on a boat, the calculated sail is constantly telling me I have 37 Sail with a reduced time of 80seconds.

I have tried relogging and the skill points do not change/factor in the feat until I move back to the Underdark Server. I am not sure if it is doing this because the Underdark server was where I was when I took the feat.

**As a test, I went and releveled on the Surface. The results were that after transitioning from Surface to Underdark and back, the skills seem to be staying at the amounts they should be. I relogged and the numbers remained the same again.
Next test is seeing if after the next reset whether the skills bug again. As well, seeing if the stats bug after a few hours of being completely logged out of the game.

Update: So far after releveling the skills have stayed at the correct numbers across reset and server transitions.
