It feels like 10 minute cooldown is not really justified when the unsummoned familiar was completely unhurt.
Basically, if your character is carrying a mouse with him/her, it doesn't make much sense that taking it out again requires ten minutes wait.
I think it woudl be better if 10 minute cooldown only applied if the familiar was killed. And if it was not killed, a cooldown should shorter, for example 1 turn or 5 rounds. Obviously in this scenario any negative effects and damage familiar had should be reapplied when it is summoned again.
Alternatively, 10 minute cooldown could be applied when familiar is not at full health or has negative statuses....

Even 10 minutes are very short when considering the spells and abilities some familiars can access. Right now you can permanently conceal 3 party members with a Faerie Dragon familiar, for example. Eyeball familiars could use their (saveless) bolt attacks much more often too. That's why I think the current cooldown is fine, if not even a little too generous.

Because while you're thinking of combat, I'm thinking of situation where you take out your pet ret from your pocket, show it to someone, place it back, and then it refuses to leave the pocket for 10 minutes and cannot be extracted from there in any way.
That situation doesn't make a whole lot of sense.
