Enter -writ as a command

Writ menus come up

Get 'Only Settlement Leaders of Certain Nations can use this command'

Misc Notes

Character was not directly elected. Previous leader stepped down around American Thanksgiving, and the Leadership was transferred to this position. All other relevant abilities and commands work.
