Cannot use -writ as a Settlement Leader of Guldorand
Steps to reproduce

Be Mayor of Guldorand, as listed by Elder Harman NPC
Enter -writ as a command
Expected result
-----------------------
Writ menus come up
Actual result
-------------------
Get 'Only Settlement Leaders of Certain Nations can use this command'

Misc Notes
----------------
Character was not directly elected. Previous leader stepped down around American Thanksgiving, and the Leadership was transferred to this position. All other relevant abilities and commands work.
