Turn undead uses not recharging after hitting lvl 21 paladin

Turn undead doesn't appear as a cooldown after typing -cd nor do charges replenish after hitting level 21 in paladin and getting Improved Turning feat for free

Steps to reproduce
----------------------------

Make a level 21 paladin and use divine might/shield and no listing of turn undead being on cooldown and 2 charges used of turn undead never replenish

Expected result
-----------------------

Charges of turn undead should replenish a single activation every 10-11.5 minutes

Actual result
-------------------

Turn undead doesn't replenish after acquiring level 21 in paladin and getting Improved Turning feat

This is also happening with a multiclassed paladin my character travels with when they got Improved Turning feat at lvl 21 in paladin.
