Lvl 7 spell level casting issue on Orog Warlock

Description of Bug Experienced:
On Gruelka Blacktooth my lvl 17 undying warlock I chose control undead as her 7th level power but she has zero castings per day of it. On the char sheet I have 18 base charisma (24 with items) so she should have enough to cast it?
This problem extends to all metamagic variants I have available also (empower, and extend spell).

Steps to reproduce the Bug:
Make an Orog warlock with same stats and see if you can cast lvl 7-8 powers.

Expected Result:
Should have atleast some castings per day of lvl 7 powers.

Actual Result:
Zero castings of lvl 7 powers available.

Additional Information/Notes
Some players said it was a spellcomponents issue, but an ama said spellcomponents weren't needed for warlocks. It might have something to do with the base stat changes. If it thinks I have 16 base cha and not 18 might explain lack of spell access for that level.
