It appears that dirgesinger caster level increase works in a really weird way. That is, it increases caster level of every caster class it's paired with... as long as ANY bard levels are present. which is weird.
Steps to reproduce

Make any character with a casting class and dirgesinger levels. In my case i made a wizard with dirge dip.
Expected result
-----------------------
Wizard + dirge, just like that, gets increased caster level.
Actual result
-------------------
Well, it doesn't. but, when you add bard levels, it begins scaling wizard spellbook caster level.

I generally don't know what's actually intentional here or not. But since i've seen some mentions that it's actually not supposed to be dependant on bard levels being present, i've decided to make this report. At worst i'll be just told it's actually intentional.
