Just to suggest that the cloakers' key tower becomes a one-use only. It starts to look a bit awkward that we would find such keys on sale so often here and then ? (probably once the people are done with the associated shadow plane writ). Just my two cents, best to all
I don't think it's the worst thing in the world? The cloaker area isn't particularly easy to get into and it can be outright impossible if you don't know someone with a lot of open lock (one requiring high open lock, one requiring a very long trip and even higher open lock if the door decides not to be bashable and the last one being only available to a small group of people).
I don't recall any other area to be that prohibitive to get into for a writ.

This one was likely an oversight in design as the intention was for the person to first get there and acquire it. Not for it to be handed around. We will discuss resolving this somehow.

I believe the keys are intentional to facilitate roleplay.
Try it from the other perspective. I got all the way to the cloaked door in the lower dark and couldn't complete the quest because someone bashed the door already, which made it untargetable when it respawned.
I have never been to the Cloaker Tower specifically because it's locked, and all the hoops I'm expected to jump through doesn't justify checking it out to me. I'm happy to leave places unexplored if it's too much hassle, if I found a key to that dungeon in a store, I'd have reason to go check it out.
