Arcane rituals & greater components

Over the past month or so, when able with friends I've been testing out the arcane rituals. We suspect that it might not be working as intended with the greater components.
- The majority of the tests have been conducted with high level wizards or sorcerers 25, 27 or 30's
- We generally have the appropriate languages
- The ritual caster has the appropriate Components/Greater Components
- We generally have max participents.
- We have wizards of appropraite spell focus and or specialization leading.

We've only ever managed to make lesser rituals, and the greater components are never consumed, there is never an option to use them.
Is there something I'm missing? Could it be made a bit clearer if I am. I do enjoy the system and the effects but I think there might be room for improvement with it.
