Description of Bug Experienced:
I leveled up my Commoner 20 / Specialist to level 23. I was unable to use the level 3 bonus feat to select Epic Skill Focus Hide.
Steps to reproduce the Bug:
1. Create a commoner, taking Skill Focus hide at some point during the first 20 levels.
2. Level up specialist to level 3.
3. Attempt to take Epic Skill Focus Hide.
Expected Result:
The wiki states that any Epic Skill focus can be taken as a bonus feat for specialists. I should be able to take ESF hide as a bonus feat.
Actual Result:
I am unable to select ESF Hide or Move Silently, other ESF can be selected.

Epic Skill Focuses require a certain amount of skill points invested first in order to take the feat. I think you need 20 hard ranks to take an ESF.
I just tried this on PGCC and was able to pick the feat. It sounds like you forgot to invest enough points into Hide or MS?
