Hell Infero does not do what it says it does.

Steps to reproduce
----------------------------
Cast Hell Inferno on an enemy who saves the initial Reflex save.

Expected result
-----------------------
They take the expected damage from the spell, but do not take -4 to Attack and Damage Rolls.

Actual result
-------------------
They evade all effects of the spell AND can't be targeted by the spell until its "expected duration" (6 rounds, unless extended) runs out - they return a "target is already effected by this spell" when you try.

Given its middling damage and high spell level, it's sort of expected to do the damage regardless of what happens.
