Whirlwind does not trigger IB-Bleeding

I am not sure whether this was done intentionally but i know it used to work so this is possibly not a bug but a request for clarifiation.

Description
==========

Steps to reproduce
----------------------------
1.) Have Invisible blade levels
2.) Have Whirlwind-Attack as a feat
3.) Hit multiple enemies with Whirlwind with a Weapon that qualifies for the Bleed-Attack

Expected result
-----------------------
All hit enemies receive a stack of bleeding

Actual result
-------------------
No bleeds on any enemies that were hit by Whirlwind

Misc Notes
----------------
I know this used to work correctly before Whirlwind was changed to an instant-action and the IB bleeds lost their visual indicator, so it is a changed behaviour to the past. But i am not sure whether it was intentionally changed.
