Sequencer doesn't use CL or feats for hostile spells

Description

Magical staff sequencer used to store Wail of the Banshee doesn't use the correct DC for the character and spell focus feats. Also, the Sequencer didn't re-fill after 10 minutes (I also transitioned server and relogged during the 10 mins, if that's relevant).


Steps to reproduce
----------------------------
Have a Cleric staff with a sequencer, store Wail of the Banshee, cast it from the sequencer.

Expected result
-----------------------
As per the Wiki which states:

"The Spells & How they act
They are cast using your highest Caster level
...
Feats should count for the spell casting as per normal"


DC for the stored spell should therefore be the same as when cast normally, shouldn't it?

Actual result
-------------------
The DC when cast from the sequencer was 23, despite being an Epic Cleric with ESF: Necromancy and 37 Wisdom stat.

In the screenshot (the use of the sequencer was buried further up in the combat log) you see the death saves which the orcs took, vs DC 23.

If the sequencer is working as intended, then the Wiki needs clarification.

EDIT: I've just realised that the stored spell is now permanent. Whilst that's on me, it does mean that this issue is a bit of a bigger problem since it makes the sequencer ability redundant. It would have been far better to put a buff spell like Premonition on it.

The timer is not till when you get the charge back, it is until you can use any True Sequencer again.
They all share a cooldown to stop it being a widely considered meta viable option.

As for the DC, I will take a look.
