First thing I want to say is that the efforts made to improve rogues are much appreciated!
Before today, I was under the impression that my 30 rogue lvls toon received overall a nice little boost.

That being said :
1/ Not sure if this is intended, I hesitated with "bug" reporting ...
Since today (december 30th gmt precisely), ennemies faced with a choking powder grenade often (not always) tend to move away from where they stood, even when attacked. The ones who do so are subject to an effect, though I'm not exactly sure which ... They have little stars above their heads, but no circling ones (hope I'm clear XD), but showed no sign of a fear effect. When moving away, they are not subject to sneak attack, and force your char to chase them to try and hit.
If that helps, char is full dex rogue, without gruesome techniques (but with simple device).
It happened on various ennemies on Guld server, and Surface too.
2/ About DC calculation for grenades, I know major concern for the team is PVP balance, and that apparently in that regard, coupled with the loss of spellcraft bonus to resist, it was a buff to rogues.
In PVE, mobs don't rely on spellcraft most of the time apparently, since their saves are the same for the ones I checked. In that regard, the change hurts a bit where it counts. In a scale from 1 to 20, a difference of 3 points mean 15% variation.
I sincerely hope that 1/ is unintented, otherwise, as someone not very PVP oriented, from today I'm afraid I'll feel like the toon suffered a nerf overall ... I doubt that's what the team went for
