Move the temporary shop near the dockside speedy office closer to the Cordor square where players tend to congregate and RP more.
Perhaps it can be attached or made as an extension to Toman's fruit stall. Old guy could probably use the company.

I want to keep this one where it is, though I agree it is often unused.
The idea is for those that want to recruit/interact with players directly off the boat. Not just with selling starter gear, but to potentially get them interested in joining or working with a faction. The leader of Cordor could even consider asking the guards to keep it staffed where possible in order to help new player hit the ground running when arriving in Cordor.
There is a lot of potential there, still.
