Riders can whirlwind attack with a two-handed weapon and while dual wielding, but not with a one-handed weapon. This denies weapon master cavaliers their rightful instant attack unless they forgo 7 AC from their best shield, making them strictly worse than a regular fighter weapon master. Any WM/cav who wishes to utilize one of the cornerstones of weapon master combat must endure having about 46 AC as a frontliner.
I propose that cavaliers in specific gain the ability to whirlwind on their horse with a one-handed weapon. Gating this behind cavalier prevents mounted combat from becoming a must-take feat for weapon masters. Since whirlwind attack imposes a cooldown on charge and vice versa, unpleasant combos involving both in the same flurry are entirely prevented.

Rejected, as it's an intended design for the whirlwind attack to be only usable by mounted dual-wielders or two-handers and no one else.
