To preface this, I'd like to open with a statement that this isn't meant to reflect on the current occupants of the Boreal Keep who imo have generally done great jobs of stewarding it and using it as a vehicle for generating roleplay. This suggestion is based on roughly half a decade of observation across multiple characters and so shouldn't be taken as indicative of any particular stance towards any time period's owner. All of that out of the way, I've noticed the following remarks to be generally true. If you own the Boreal Keep you effectively own Andunor as it stands right now (in terms of possible counterplay) if you apply yourself towards the endeavor. Depending on your effectiveness at managing the Boreal Keep, you have at least a generally guaranteed significance in Andunor right now would be another way to put it. At the very least you will never be less important than an unimpeachable District Head right now if you own the Boreal Keep.
Whether or not there exists a mechanical bypass or weakness to the keep, in five years I've observed more players enter it through DM events than by way of any other non-consensual mechanism besides maybe bribing someone for their key which is a weakness that only exists if pcs are willing to allow it to exist. The proximity to the primary UD social space, the Hub, in addition to the effective immunity to quarterbreaking means that a person or faction which owns the Boreal Keep is essentially unassailable if they play their cards right and for this reason even very otherwise established groups will pay Boreal Keep affiliates respect simply because it's not worth the consequences of going to war with a hypothetical faction that can QB you but which is for practical purposes immune to both pvp pressure and quarterbreaking. This is essentially akin to when people realized that the best use of a Ship lease was to never take it out of port and so barnacles had to be added as a mechanic because otherwise even the value of pre-nerf Sailing money was eclipsed by the value of being immune to having to engage others on equal grounds. There's also no other property to my knowledge that offers this kind of protection in the same fashion the Boreal Keep does and so there's no mechanical incentive for enemies to arise for owners of the Boreal Keep because even Ship owners have to focus at the very least on keeping barnacles off of their vessels as things stand right now.
Due to all of this, I suggest giving the Boreal Keep a proper entrance that can be used as an entry point by Quarterbreakers since even once inside there are other areas that are also effectively QB immune and thus exposing the internal quarters doesn't necessarily remove the keep's inherent protection entirely. Barring this, I would suggest adding the keep to the Land Lease system as this would tether its ownership to a District and thus while the keep would preserve its unassaible qualities it would not longer be immune to politics as it would lack its current synergy of being both generally impenetrable and independent. There is no property in the Underdark, and certainly no property on the list of options for Monster Races and Outcasts, which is as empowering as the Boreal Keep and this includes things that aren't strictly properties like the head of a District. I don't believe there's property anywhere on the server at all in fact that is as empowering to a faction as the Boreal Keep and this is entirely because of its lack of QB vulnerability, independence from Settlement mechanics, and lack of mechanics obligating a baseline use of the structure in the way that barnacles do of Ship owners.
Give Boreal Keep a QB entrance or Land-Lease factor
