Expand on Andunorian Ship Accessibility

It would nice to see a few additions to Andunor's own ship properties. As it stands Treadstone harbors a flagship and 1 rentable while surface settlements have access to ship purchases and multiple rentals in Crow's Nest, Halfblood Camp, Guldorand, Brogendenstein and Cordor. Compared to Beast races and Outcasts who are not allowed to own those properties even if the prompt allows them to bid. It leaves an availability gap for those that would like to sail but either cannot safely access surface rentals or sneak onto alternate crews. Besides the fact that Underdwellers, especially sun-sensitive ones, can't sail any other ship to the Gnomish Shipyard or make accommodating upgrades, offering something that helps balance out the surface lean would be nice to see.
