Sail: New Ritual or Treasure Chest Consumable

I don't know what's planned for the sailing system, so I hope it's not a dumb suggestion.

Perhaps unique consumables similar to Mist in a Battle or Storm in a Bottle could be found in treasure chests that grant Surface ships darkness like the Companion of the Dreadnought?

If not consumables, then perhaps a new ritual?

Currently the availability of ships accross the server does not correspond to the demand. The Underdark only has a single rentable for the whole population and a flagship with its host of issues (The owner changes not only with elections but also with settlement bids. Also the fact that an ironclad is the only ship available for Underdarkers limits the scope of RP)
