Derro Don't Count for Skull Coins

Description of Bug Experienced:
Derro, a monstrous race, is unable to turn in Skull Coins.

Steps to reproduce the Bug:
1. Make a derro
2. Attempt to talk to an ogre skull coin collector

Expected Result:
1. Able to turn in coins

Actual Result:
1. Get the message meant for non-monstrous races stating they'll not deal with you

Currently on attempted on Hruthaar in the Ogre Caves of the Sharps.
