Think about the RP applications. You can set up a table in an alley and challenge bystanders to games of dice.

Irongron denied this before because it would have meant there was less incentive to go to places that have dice tables already in the module. I imagine that hasn't changed. When we added the item dice, we did what we could to keep those somewhat rare.
