UCL tier broken

My UCL tier has spontaneously reverted to 1 from Mummy Dust levels at some point during a long encounter.

(Dirgesinger with 10 levels, Dirge of Awakening, and Lasting Inspiration)

Transitioning to another server allowed Mummy Dust level summonings on the destination server, but returning to the previous server resulted in an immediate reverting to tier 1 again.

This is a devastating thing to have happen in the middle of a long dungeon or voyage.

A pack of baby unbodied and a will-o-wisp is what I got instead of my dread wraith and orb wraiths.

Relogging and completely exiting and re-initiating the game did not fix it.

can you confirm whether the spell of create greater undead gives you tier 6s?

I can't because I don't have that spell, as I'm using Dirge of Awakening (which renders the spell somewhat obsolete).

Though I have epic necromancy focus which mimics Create Great Undead, if that will do.

Though both the ESF:Necromancy button and Dirge of Awakening are functioning normally again after having been out of the game for about 30 minutes.

I'm glad it seems to be working now, but it's pretty concerning to think that my UCL maximum tier was randomly set to 1 and that it might happen again in an actually dire circumstance.

It's probably not actually fixed. I think you're having a situation where the CL is calculating incorrectly.

Fix is compiled and on the way.

UCL is also broken for Blackguards, I'm forced UCL 2 even though I'm level 7 BG and should have UCL4

Just because it's announced doesn't mean it's live, it still takes time to reach the servers.

I assumed it went live because the announcement coincided with a server reset and a patch download.

I did a -relevel trying to fix the UCL problem, and now instead of UCL 2 I'm stuck at UCL 1. Hope the patch to revert or fix it goes through before the end of the weekend.

The issue involved all feat CL. For a while, we had undead on their own function, but recently migrated it into the overarching code (which is cleaner and helps to standardize). A deeper functionality was not calculating CL correctly, which likely meant a lot of other things were broken too.
