Description of Bug Experienced:
Bullets that say the race limitations can be overcome with 10 UMD do not actually allow the race limitation to be overcome.
Steps to reproduce the Bug:
Find a set of Cracked Skull Breaching Bullets. See the text that says the racial limitation can be overcome with 10 UMD. Have more than 10 hard ranks of UMD.
Expected Result:
Being able to equip the bullets.
Actual Result:
Not being able to equip the bullets.
