Prisoner Ship has the "you must wait before transitioning" one way but not other

As I understand, areas are pulled on spot, so probably more area codes, but all seem to share same thing - when you board prisoner ship, you can transition immediately out of interior after entering it, but not the other way around. Several times over the current month I had this situation happen:

a) Board Prisoner Ship
b) Enter Interior
c) Immediately leave Interior because either I got bumped out, misclick due to camera position, or WASD'ing straight into transition (possibly because of first thing)
d) Once outside interior, trying to reenter, get hit with "you must wait before transitioning..."

It should be either on both sides to block accidental leaving, or on neither side, given it's fully PvE area with not even a tiniest chance for PvP.

The same happens in Pirate Ships too, the ones around locals. Also can exit instantly, without waiting that time, but cant reenter.

There is no cooldown because PvE ship encounters are instanced areas and their transitions are not set up in a conventional way, but nevertheless it should be fixed if possible, for consistency.
