Masking RPR ticket for another player

There is a player I played often, and I know I have -recommend before, But they are stuck at 10 Rpr, yet they are one of the stronger RP'ers I've played with. Would it out of line if I made a Rpr ticket on their behalf? Or should just keep -recommend them every few weeks?

I recommend encouraging them to make an rpr ticket for themselves. That is the simplest way.
