Does this mean that IG it is now lawful to use the Dark Fey as they are not Unseelie?

Or do the NPCs (Founders, Cordor's Ruler, see it as the same and instruct law enforcement to arrest and banish all these people)

I think those are actually player made laws? Not 100% sure about Cordor. Founders though only ever mentioned undead and settlements do have quite a bit of freedom in regards to what they want to make illegal.

With the new update however it is made clear from staff Dark Fey != Unseelie. While laws may or may not be created by PCs my question is asking staff if ICly the city laws against Unseelie apply to Dark Fey.

Guldorand, Bendir, Cordor, Joutonhold (and maybe Brog) have laws against Unseelie. With this ruling Dark Fey may not be Unseelie and it is seeing if this holds true to the NPC leaders or the intentions of such.

Edit: Should add in the Mage Tower as well.

Dark fey are still evil fey.
That much is clear and is the basis for common sense.

The whole thing is moot because people don't treat fey with any of the subtlety that they deserve. It's rainbows and sunshine or darkness and baby-eating with nothing in between. Paladins dealing with "good" fey is just as weird as anyone else dealing with any other fey. But in terms of law, they're all in character laws anyway so just break them if your character would.

With the Wiki pointing out that the Seelie will kill people with a prank without being bothered by it I don't see them as good.

The IC law states summoning Unseelie fey is illegal. Summoning Seelie is not.

The Dark Fey Stream states: Dark Fey can be Seelie. So it does not appear to be any more illegal than summoning a fire elemental in the middle of the forest.

You could argue it IC! A guard in a settlement might agree that it's a Seelie and therefore within the confines of the law (bribes go a long way to help people agree) or maybe kill you for summoning dangerous fey into a city. Anything could happen, it doesn't really need to be defined for everyone to be able to roleplay along with it.

Don't worry about it you can guarantee that the IC laws will be changed within the week to list "evil" fey as illegal.
I mean it was stupid to begin with that summoning a demon/devil/fey etc to kill orcs was considered evil and illegal, but summoning a silver dragon/deva to fight and die in a arena fight is perfectly fine and not an evil act.

Prime example of lawful stupid in action.

The official rules is also that the elect letters may abuse their powers ICly and be tyrants. I do agree that with the ICly change Dark Fey can be Seelie their may be new laws that only certain Seelie are allowed to be seen and used.
