Appraise Zones

Description of Bug Experienced:
The Appraise Zones for Earthkin alliance territory doesnt seem to give any bonus towards the matching race requirement.

Steps to reproduce the Bug:

1. Be Lightfoot Halfling, Bendir citizen
2. Talk to NPC Merchants around "Brogendenstein / brogtown" or "(Earthkin Village) The Hawk's Nest Inn / ir_bendirtavern"

Expected Result:
Get atleast favorable response from all NPC merchants

Actual Result:
Merchant responses:
Gnome, Dwarf: Neutral
Halfling: Favorable
Elf: Unfavorable

I didnt check any other zones.
Edit:
AfaiR its the same as before the update.
Did test the same with high appraise, and get favorable to extremly favorable. So I dunno how much these zones even contribute!

Keep in mind that failing to match a merchant's appraise by -10 will reduce your modifier by -1
So this is what could be happening:

Your base modifier is 3 - neutral
You get +1 for matching race. 4 - favorable
You get -1 for low appraise - 3, back to neutral.

We may have missed some areas when we tagged the earthkin zones (those are a lot of areas!)

Lightfoot Halfling discrimination within the Earthkin Alliance! (Jokes aside thanks for all your work!)

I tested with..
1x Gold Dwarf; Benefits
1x Svirfneblin; Benefits
1x Strong Heart Halfling; Benefits
2x Lightfoot Halfling; Neither Benefit
