Have feat SLA from class level, such as Vermillion Stars or Grim Terror
Turn on -sq debug to view ability CL
Cast SLA
Expected result:
Ability CL = Harbinger level
Actual result:
Ability CL = half Harbinger level
Harbinger SLAs cast at half CL

I wouldn't trust the -sq debug on this one.
Cast it and check actual damage and effect.
