I circled the Court of Spires, including the stingers below, twice, killing any creature I encountered, such as the Vargouille Monarch.
At no point, did the final part of the writ; "Rid the Court of it's current master" complete.
Either the boss wasn't spawning, even though the area reset twice, or the right creature wasn't linked to the writ's completion.
