I'm currently a Hemomancer on track to level 30 with ESF Necromancy, though it's looking like I can still get vampiric feast even if I dabbled into loremaster on a relevel (which I'm considering for story reasons.) Would it be viable, and if so what would be the best format to take?

It is certainly possible. You can do 26/4 or 25/5. The second one will miss out on an epic feat but gain a greater secret and an unlearnable language.
You'll lose some AC though, if you are currently 27/3. You can get some back by using a shield (costs a lesser secret), and magic vestment scrolls will give +3.
If you are pure hemo, the biggest change will be the spell components.

What lesser secret grants you the ability to use shields?

None. Shield Prof is a feat option for LM instead of a secret. So is familiar, for that matter.
