Locked Doors which seem like they should not be locked.

Description of Bug Experienced:
In Underdark (Andunor), Devil's Table (House Freth) the door to the Transit Hub is locked. Given the house NPC Uh'mara, standing by the entrance, describes it as "a public transit hub" and invites you to use its services, and the opposite door to the house archives is unlocked, I believe this is intended to be unlocked and open, at least to citizens of Andunor.

Steps to reproduce the Bug:
Enter House Freth. Walk forward through two entry doors, then attempt to open the door to the right, "EAST-Transit Hub".

Expected Result:
Door Opens, allowing access to the transit hub.

Actual Result:
The text "locked" appears above the character's head and "This object is locked" appears in the log. Door does not open

Additional Information/Notes
Attempted as Outcast w/no citizenship & a Goblin with Greyport citizenship since the Automatic Lock Script update. The result was the same in both instances, no entry.
