What is the purpose of thr 7th level bard slot on Jesters Jubilant Attire?
I have found no way using metamagic to utilize this, and bards do not get a 7th level of spells.

You should be able to utilize it via meta magic. You'll have to use the radial menu, however, and have 17 or higher base charisma.
