Sequencer Staves - Usage Conditions

My suggestion is regarding sequencer staves and the refresh on using them. Currently upon using a sequencer, two things happen:
1) The one use of the casting being consumed is applied to the staff, rendering that feature unusable until a rest
2) A ten-minute cooldown on using any sequencer ability is applied to the character

My suggestion is that the first of these things be removed, converting the once-per-rest ability to an infinite use ability governed by the ten-minute cooldown. Currently, if a character wants to cast different spells with a sequencer, they must carry multiple staves. This is fair and should be the case. Unfortunately, if a character wants to cast the same spell multiple times, they also need to carry multiple staves imbued with the same spell.

You are already on a ten-minute restriction on using another sequencer, and while you get a free rest every half hour regardless of rest level, you are still generally limited on the amount you can rest. You could make your way through content chugging alcohol until your rest level is low enough to rest mid-content, re-applying your wards and essentially restarting to get your casting back from the staff, but the simplified function of using your sequencers multiple times can ultimately be reduced to being able to use the same staff for the same spell once every ten minutes. Removing the gamey hurdles and extra steps that people can go through as it is would streamline and simplify the process.

Were my suggestion to come to pass, this would also cause the situation where a sequencer staff could be used and passed around a group by all that were able to equip it, since the sequencer portion of the staff wouldn't be unusable until a rest anymore. However, considering the hard 18 corresponding ability requirement, and the 50 UMD needed to bypass class restrictions, I don't view that as horrendously broken, especially as currently you could hand off the staff to your martial companion to rest and refresh it for you rather than resting yourself, or just have it cycle around a group of people who can use it, pass it to the next person, they rest, they use it, they pass it, repeat.

I hope this suggestion falls on favorable ears, I know it would be a nice quality of life increase to be able to cast one item-locked spell on a ten-minute cooldown without needing to rest in between.
