Let Enchspec's Good Hope Apply to Reading Scrolls

As titled. Double-check the code to let the improved Good Hope of Enchantment Specialists apply to Lore cost for reading scrolls.

It seemed to apply +2 to reading scrolls when the skill bonus was +2. It now applies +0 with my Good Hope bonus being +4 to skills.
