RP wise the city guards can only look for so many villians before they start to forget, relax, go about other business, city guards are not really known for their intellect.
This is as much to prevent overpopulated and abused exile lists as it is to bring drama into settlements ("loook who's back" "oh lord he's let in again, the corpses will line the streets" "ahh the sharran is back, let's have a fight!" )
in cordor at the moment there are dead characters and at least 1 banned one on the exile list, mostly as there is no IC reason to take them off, even the griefer who was added to stop multiple RP artifacts being destroyed until a DM could be found and ban them (yes it is OOC but when someone runs about destroying all the RP items they can find OOC measures must be taken to protect RP).
Others have been on the list for RL months and not been seen, or gone to play on Sinfar. If they were citizens they would have fallen off the list, so why not make it the same for exiles?
