The following idea isnt mine, and is not correct in how it was done before. It belonged to role play server Grimmwold of Ultima Online focused on relax play with witches faires and stuff. The server is gone for over four years, sadly.
They implemented an interesting system to encourage players to organise and hold events. Ig you got access into a table where you created "event" (if public, something like you now work with factions).
That event could be in many forms. Mages discussing the magic, a guard officer sitting in his office and handling daily issues. It usually took about hour or two.
Each time several players attended, the owner of event then went to forum, posted the event in special part of it (when it took place, subject of the event, and number of people visiting it).
Based on how many people arrived DM then offered said player an RP Ticket. DM could reward player with more tickets, if he saw it and valued it a lot.
These tickets served to obtain certain stuff, like unique items (mostly for rp, not a heavy hitting artefacts as could come up to your mind), and lots of other things (for example, receveing some house/building update).
It could be implemented in similar way, to encourage people to create events and to attend them. Imho it could serve better then attempts to stop people from grinding.
