Druid staff usable by smaller races

The Druid Staff is a quarterstaff by design, which makes them unusable by halflings, dwarves, etc.. Like the other class specific staffs, can the Druid Staff be made into a normal staff and not a quarter staff, or at least have a version that is simply a staff with the enchantments?
