Add feature for each district to create speacil kind of writ (2 out of 3 councilors as usuall).
Writs of both districts wouldvbe used:
A) removing outcast status from person
-as outcast you rely on hospitality of city, in case you screw it up enough for both districts to move on you it is just natural you loose your hideout.
-once done city treats you as surfacer
Conditions: citizin cannot be affected (increase of importance of citizenship)
Countermeasure: becoming outcast again but with base price of it x5.
B) exile from city
Again, so far there is no way other than pvp to remove from city those who murder councilors and citizens on public. You can gather pvp party and kill them but basicaly after respawn and few hours are back.
This would put presuire om both districts no matter of differences and help to case of UD versus Surface. Co work would mean strong city while divided would mean lots of troublemakers in streets.
For general exile from city would be required exiles in both districts and two (sharps+devils) writs.
I find it hilarious when majority of denizens( both districts) cannot do anything with those who attack their citizens, so far there is very little what citizenship in any district offers. If someone attacks leaders who rule over 80% of city how comes city tolarates him between walls?
Update:
Let memebers of assasin guild of city to have that feature:
-when in party with exiled guy, the assain would use his bluff/perform roll to get him through. Only 2 members in party (guide and exiled).
Let temple's owners to get feature once per irl month to grant someone freedom from said exile - (as in medieval church when temple could patron hunted one).
